Phil Dacey was born in Frederick in 1978. He graduated from Thomas Johnson High School in 1996 and graduated with honors from the University of Maryland, College Park with a Bachelor’s in Government in Politics in the year 2000.
Phil served as a Chief of Staff in the Maryland Senate from 2001-2005. While there he began attending the University of Baltimore Law School at night, graduating magna cum laude and passing the bar in 2008.
Since 2006, Phil has served as the Director of External Affairs for the Maryland Motor Vehicle Administration. His responsibilities include overseeing the legislative effort for the agency, agency wide media communications, interfacing with federal, state, and local government agencies, constituent service, and writing and implementing state vehicle regulations.
Phil is a certified mediator and currently serves on the Governor’s Criminal Justice Information Advisory Board and the American Association of Motor Vehicle Administrator’s standing Vehicle Committee. Phil has served on the Frederick Board of Zoning Appeals and the Frederick County Ethics Commission.
Phil has been married to his wife Alicia for 10 years. They have 2 daughters Kira (4) and Harper (2).
